CAPI: outline of characters

Hi everybody,

Is it possible in CAPI with DRAW-CHARACTER and some combination of
graphics-state arguments or with some other function I'm not aware of
to draw just the outline (border) of a character as in the attached
picture?  (For now, I'm fine with a Windows-only solution.)
