Tooltip help for title panes

Is there a way to get tooltip help for title panes?  There's an
example file help.lisp which comes with LW and which includes a
display pane and a title pane with the following comment:

  ;; These are panes that don't have help.
  ;; You can enable help for these panes by specifying a non-NIL
:HELP-KEY initarg.

For me (on LWW 6.1.1) that works with the display pane, but not with
the title pane.  Am I missing something?
