control+tab switches windows within applications on Windows

Although I have :auto-menus set to nil on the interfaces in a
delivered application, pressing Control+Tab still displays the
LispWorks within application window switching window (and even when
there's only one interface in the application).  Is there a way to
disable this?  Thanks in advance,
