New System file

Hi LispWorkers,

Something I appreciate about the System facility, is adding a new file
member, recompiling the system, then opening a buffer to that file in
the System Browser.

However, I would like to find certain forms already in place, most
notably an IN-PACKAGE expression. Might there be something I could hook
into, or a method to specialize, so the newly created file/buffer
contains the text I need without having to add it "by hand"?
