Rotating through windows skips debugger?

Hello all,

I'm wondering whether others have this same issue, and whether it's
present on other platforms. (I'm on LWM 5.1.2 (Intel, at the moment).)
 In the OS X keyboard preferences, I have "Full Keyboard Access>All
Controls" enabled, and Cmd-` rotates between the windows of a single
application. For instance, in LispWorks, when I have an Editor and two
Listeners open, Cmd-` cycles through them.  At the moment, however, I
have an Editor, a Listener, and a Debugger, but Cmd-` only cycles
through the Editor and the Listener.  To get my Debugger back to the
front, I have to go the Window menu and select the debugger.

Is there some rationale for this, and does it happen on other platforms?
