mark ring not circular?

In the editor, when I set marks using C-<SPC>, I can jump back through 
them using C-u C-<SPC>, but when I get to the top of the buffer I can't 
jump to previous marks.

I thought the mark ring was circular and I would cycle back through the 
marks, but maybe that's not right.
