Key function in tab layouts?

What's the "key function" in CAPI tab layouts used for?  I don't
understand its description in the reference entry and I couldn't find
any example for it either.  I experimented with various variants of
tab layouts setting the key function to something that always calls
BREAK, but it seems this function was never ever used in my examples.
