Opening weblinks from the Lisp code

Hi there:)

I am just wondering how do you open a web page in your browser through LW  
code? Also it would be handy if it was possible just to use one active tab  
-- say if I open a page through my application then open another page some  
time after I would rather do it in the same active tab rather than opening  
a new one.
