long from short path name on Windows

Anyone know of a way to change a 8.3 path name to the long name 
equivalent? e.g.

C:\DOCUME~1\test\myfile.txt to
C:\Documents and Settings\test\myfile.txt

There is apparently a win32 API function, but it does not exist on 
Windows 95/NT.
