Two question on mouse wheel scrolling

Hello lispworkers,

1. How to disable mouse wheel scrolling for a particular output-pane, e.g.
small editor-pane?

2. Is it possible to differentiate between dragging scrollbar (:drag) and
mouse wheel operation inside the scroll-callback?
