openning a LISP exe with a data file

Sorry if this has been discussed before or I could have found the answer by
looking more carefully:
Is it possible to open a data file (using the open with option) that causes
a lisp exe to load and read the file.
I have a knowledge study tool written in LISP that works with text based
data files. I would like to associate such files with the knowledge study
tool so that double clicking a data file will launch the tool and load the
data.
It's the LISP end I need help with.
