capi:tab-layout with more than one row of tabs?

I would like to generate tab-layout(s) with more than one row of tabs, in
similar fashion to using grid-layout with button-panels to get them in a
grid pattern, but I can't figure out how to do it. Using layout-args and
layout-class doesn't aappear to work.

Has anyone figured out how to do this? I'm hoping I am just too dumb to
figure it out, and others may be smarter and/or more experienced.
