Emacs mode in delivered PC applications

If you use an EDITOR-PANE in a delivered application on the PC, then
it defaultly works in PC emulation mode.  Does anyone know an easy way
of making it work in Emacs mode - short of loading the msw-key-binds
file into the system before it's delivered (and is even that enough)?
