COM:MIDL -> WIN32::WIN32-CREATE-PROCESS failed with error 2

Hello,

What programs does COM:MIDL use?

I get the following

I had this fun with the FLI conversion program, but there I managed to work 
out that it want to
call a C compiler.

I would be good to document what external programs Lispworks functions use, 
so that the user can configure things appropriately.

midl.exe

First page of googling "midl.exe download" says "You can also download
midl.exe from the Microsoft Developer Network web site."

Supposedly part of the platform SDK. 

Supposedly here's the URL:

  http://www.microsoft.com/msdownload/platformsdk/sdkupdate/downlevel.htm

I visited with Mozilla on FreeBSD and this URL required MS Monopoly
Exploiter version 5.0 or later, so I couldn't continue.

If you do find midl.exe there please let me know.
